I december 1990 åbnede asylcentret i Valkeala i det sydlige Finland. Indkvarteringsstedet blev hurtigt fyldt op af asylansøgere, hovedsageligt somaliere, som var kommet til Finland via det tidligere Sovjet. Desværre var det ikke alle, der forstod at indordne sig under de finske love.
