Lørdag den 22. januar 2000 standsede politiet en svensk indregistreret bil ved grænseovergangen ved Svinesund. Udover chaufføren, irakeren Duban Hussein, sad der to irakiske passagerer i bilen. Dette var optakten til optrævlingen af en stor menneskesmuglersag, hvor det efterhånden kom frem, at Hussein ulovligt havde bragt i alt 45 flygtninge ind i Norge.
