Politiet slog først til i 1989. På det tidspunkt havde en da 42-årig norsk-svensk mand gennem tyve år skræmt et utal af mennesker fra vid og sans, når han ringede og gav en af sine vanvittige og skræmmende meddelelser. Terror kan være mange ting, men at en enkelt mand i Norge var i stand til at bedrive sin specielle form for terror gennem så mange år uden at blive anholdt, er helt enestående.
